Manpower

Madison: There is only one permanent job listed. The rest look like they are contract jobs. None of the jobs look like very good jobs. They most call for manual labor. Only the permanent job was look for an office employee. The contracted jobs did not look like they needed much technology skills to do. They all looked like very simple tasks.

Wheaton Il: For Wheaton there are many, many more jobs available. These look like a much better assortment as well. There were many more permanent jobs and also a good mix of temporary. These jobs are better jobs. There are still a lot of manual labor jobs posted but there are more jobs that would require technical training.

Louisville, Kentucky: In Louisville there are only 9 jobs posted. They are all contract postings. These are all manual labor looking for the lowest technology skills.

It seems that the less jobs available, the less skills they are looking for. I think this may have to do more with how each city uses the site than the jobs offered. My guess is that Illinois cities use the site more often and it is better known as a place to find jobs and employees. That way more jobs are posted. And as the site gains credit with the community better jobs will be posted.
